We are currently looking for a Facilities Manager to join our team!

The Facilities Manager is a full-time, salaried position who reports to the Director of Property Management. The Facilities Manager will oversee the maintenance, repairs, and capital repair management of all properties and related systems within Downstreet’s multi-family portfolio. Downstreet is a non-profit, tax-exempt 501(c)(3) organization whose mission is to strengthen the communities of Central Vermont by engaging with people, providing affordable homes, and connecting people to the resources and services they need to thrive.

Supervisory Responsibilities

  • Hires and trains maintenance team staff.
  • Organizes and oversees the schedules and work of maintenance staff.
  • Plans and leads maintenance team meetings.
  • Conducts performance evaluations that are timely and constructive.
  • Handles discipline and termination of employees as needed and in accordance with company policy.

Key Responsibilties

  • Oversees day-to-day operations of the maintenance team, including implementation of work orders and scheduled maintenance.

  • Develops maintenance policies, procedures, systems and schedules.

  • Ensures maintenance and repair work is completed correctly and in a timely manner.

  • Ensures longer-term maintenance projects such as Essential Maintenance Practices, inventories, and property inspection protocols are carried out.

  • Oversees all maintenance purchasing.

  • Supports on-call staff as needed on a 24-hour basis responding to urgent and emergency situations (such as flood, fire, and major structural or mechanical failure).

  • Ensures tenant satisfaction with maintenance services.

  • Communicates with tenants as needed.

  • Ensures that the preventative maintenance is planned, tracked and conducted in accordance with Downstreet’s Maintenance Procedures, regulatory requirements and best practices. 

  • Solicits and establishes contractual relationships with service providers such as landscaping, snow removal and janitorial services and ensure that appropriate and cost-effective service is provided by such contractors.

  • Collects, analyzes and reports on data pertaining to maintenance performance indicators.

  • Establishes and ensures the accomplishment long-term goals and objectives for continuous improvement of maintenance costs and services. 

  • Inspects properties, assesses systems and uses Capital Needs Assessments to inform the annual and five-year plan process for capital improvements and repairs.

  • Collaborates with Asset Manager, and Director of PM and CFO to review property and capital budgets.

  • Establishes capital project priorities based on the urgency of the project to maintain safe and affordable housing and the project’s feasibility given the available resources of the property.

  • Works with contractors as needed to develop “scopes of work” and requests for proposals to improve and repair mechanical and structural systems within Downstreet buildings and grounds.

  • Leads the bidding process and act as project manager in implementing these projects.

  • Inspects all finished work for quality, timeliness and impact on tenants when work is done on occupied units.

  • Tracks, records, and reports on work done, costs and benefits of the work completed.

  • Pursues warranty claims and call-backs as needed.

  • Collaborates with real estate development department to provide relevant input on new construction and substantial rehabilitation projects.

  • Performs other duties as assigned.

Required Skills & Abilities

  • Extensive knowledge of building systems such as plumbing, electrical and HVAC.
  • Excellent analytical and problem-solving skills
  • Ability to identify issues and determine repairs that are needed.
  • Ability to plan maintenance schedules for building systems.
  • Excellent management and supervisory skills.
  • Proficient with Microsoft Office Suite or similar software.

Education & Experience

  • High school diploma or equivalent required.

  • At least five years of maintenance experience required.

  • Supervisory experience strongly preferred.

Working Conditions and Physical Demands

  • Must be able to physically inspect properties including basements and living units.
  • Must have valid driver's license, an insured reliable vehicle, and the ability to travel to properties and trainings, etc.
  • Must be adaptable to working in an ever changing, high pressure work environment.
