Angie Harbin

Executive Director


Angie Harbin is Downstreet's Executive Director and brings nearly two decades of varied and extensive senior-level affordable housing experience and a long-standing commitment to affordable housing as a basic right. Since the very beginning of her career, she has demonstrated an energetic commitment to ensuring equity in housing access and social service outcomes. Passionate about housing designed for long-term economic, physical, and environmental sustainability, Angie sees affordable housing as a cornerstone of livability for all communities. Her community advocacy efforts have created responsible financial products and targeted financial education for low-income households, increased housing opportunities for people with criminal convictions, and increased funding sources for resident services in affordable housing. Angie holds a BS in Anthropology/Sociology from Eastern Oregon University in LaGrande, Oregon and an MBA from Portland State University in Portland, Oregon and lives with her husband and dog in Tunbridge.

 

Schuyler Anderson

Chief Financial and Operations Officer


Schuyler is Downstreet’s Chief Financial and Operations Officer. His personal experience of losing his home in a devastating wildfire underscored the critical need for safe and affordable housing. This pivotal moment inspired him to earn an MBA in Sustainable Innovation, where he developed financial expertise with a focus on social and environmental impact. With a keen interest in organizational psychology and culture, Schuyler is dedicated to fostering inclusive and supportive work environments. A proud Vermont native, he brings over a decade of operational leadership to Downstreet.

 

 

Nicola Anderson

Director of Real Estate Development


Nicola Anderson is Downstreet's Director of Real Estate Development. Nicola has dedicated twelve years to the affordable housing field, including nine years with Downstreet where she oversees the development of affordable housing projects across our service area. A graduate of George Mason University, she firmly believes that housing is a human right and takes great pride in her contributions to this cause. Nicola lives in Essex, and in her free time coaches a swim team, advocating for swimming as a critical life safety skill accessible to all.

 

 

 

Rachel Bryan Pearson

Director of Compliance


Rachel Bryan Pearson is Downstreet's Director of Compliance, and has over 20 years of experience in property management. She began her career in Boston at a notable commercial real estate development firm before making the dramatic shift to affordable housing in Vermont in 2006. Having held various positions at Downstreet, has deepened her expertise and commitment to fostering accessible and quality housing. Rachel holds a BA from Norwich University, and certifications as a COS, TCS and in the S.T.A.R. program. In her personal time, Rachel enjoys running, hiking, and camping with her family. She lives in Barre Town with her husband, children, and dogs.

 

 

Ryan Moritz

Director of Development and Communications


Ryan Moritz is Downstreet's Director of Development and Communications. In this role, Ryan builds awareness and support for the organization's mission and accomplishments by strengthening relationships with various stakeholders and the diverse communities we serve. Before joining Downstreet in 2023, Ryan worked for eight years as the Creative Services Director for the municipal housing agency of New York City. Ryan holds an MA from The American University in Paris and a BA from Wesleyan University, and lives in Tunbridge.

 

 

 

Cheryl Moyer

Director of Homeownership


Cheryl Moyer is Downstreet's Director of Homeownership. Cheryl began her career at Downstreet in 2016 as a Housing Advisor, after ten years working at a local credit union in the mortgage lending industry. In her role, Cheryl helps our clients achieve their dreams of purchasing their first home, and oversees our NeighborWorks Homeownership Center. In her spare time, Cheryl enjoys the outdoors with her family, running, and going for walks around her home in Berlin.

 

 

 

Neil Smith

Director of Property Management


Neil Smith is Downstreet's Director of Property Management. Neil joined Downstreet in 2016, with a background in community mental health and social work. Neil received his BS in cultural anthropology in New Haven, Connecticut from SCSU, and earned his MSW in 2012 from Smith College School for Social Work. After moving to Vermont, Neil lived on Bolton Valley ski resort for almost 10 years, and now lives in Waterbury. Neil is a father of one, an avid wild mushroom forager, skier, and crossword puzzle enthusiast.
