The Fox Run Mural: Creating A Sense of Home

Thanks to the thoughtful work of our general contractor, Neagley & Chase, and the careful stewardship of our project team, Downstreet was able to include something special in the development of Fox Run Apartments: a mural.
In affordable housing development, we don’t often have the budget for amenities like art. When we do, it usually requires complex and creative funding solutions. That’s why we’re especially thrilled to bring this piece to life—and even more thrilled to be working with artist Phoebe Lo, whose mural will become a permanent part of the Fox Run community.
Art plays a powerful role in shaping how a space feels. For residents coming from difficult or transitional housing situations, walking into a space that feels warm, personal, and intentional can be deeply grounding. Custom artwork like Phoebe’s helps transform a building from anonymous to welcoming—offering a sense of place, of care, and of home.
Meet the Artist
Phoebe Lo is a multidisciplinary artist whose work spans murals, public art, collage, and film. Her work is soft and surreal, with muted palettes, buoyant shapes, and a rich inventory of texture and symbol. Not bound by one medium, she offers a unique approach to creative problem solving, working with brands, organizations, and communities to bring projects from concept to completion.
Phoebe brings a unique ability to transform spaces through her art.
“I first heard about the Fox Run open call from a friend and was excited for the opportunity to bring art to the walls of a new affordable housing development with a good mission,” she shared.
“With my multidisciplinary background as a muralist, painter, collage artist, and production designer, I create pieces that are soft and surreal—blending rich textures, layered imagery, and atmospheric design to create emotionally resonant spaces.
“Painting in Vermont for Vermont was how I originally entered the art world, and I feel honored to be invited back to create this mural inspired by Vermont’s landscape with a modern take on its earthy palette. A good home should make us feel grounded, inspired, and a part of something. With that in mind, I aim to create a welcoming mural that brings a sense of home to the Fox Run inhabitants. Since it will become woven into the fabric of the daily lives of its neighbors, this mural will celebrate home, encourage moments of peace and connection, and reflect a broader sense of home, reflective of the varied lives and stories within Berlin, Vermont.”
